Registration as an Optometrist and Optician

All optometrists and opticians providing eye care services will need to be registered with the Optometrists & Opticians Board to continue practising or to start working as an optician or optometrist from 1 Jan 2008.

Under the Act, a person must be registered with the Optometrists and Opticians Board and possess a valid registration certificate and/or practising certificate in order to practice optometry/opticianry in Singapore.

Please note that it is an offence to practise optometry/opticianry without a valid registration and practising certificate

Criteria for Registration

To be eligible for registration, the applicant must:

1.    Possess an approved opticianry or optometry qualification (please refer to List of Approved Qualifications);
2.    Have an offer of employment as an optician or optometry in Singapore; and
3.    Be of good standing/reputation/character.

Registration Categories
You may apply for registration under the following categories:

1.    Optometrist
2.    Opticians (Refraction & Dispensing)
3.    Opticians (Dispensing only)

Types of Registration

For your information, there are 4 types of registration under OOB.

However, do note that applicants are not able to select the type of registration they would like to applied for. The Board will review the application received and grant the appropriate type of registration. 

Full Registration Registrants under full registration are allowed to practise independently anywhere in Singapore. All new registrants generally need to fulfil a period of supervised practice under Provisional or Conditional registration, and comply with any other conditions that may be imposed to be eligible for Full registration.
Provisional Registration New graduate with recognised local or foreign qualification with no practical experience in the practice of opticianry or optometry in Singapore or elsewhere may be granted provisional registration. Registrant would need to fulfil all conditions under the Supervisory Framework to be eligible for Full registration.
Conditional Registration For Optometrist - Applicant may be granted conditional registration when he/she has obtained an approved foreign qualification in Optometry; and not less than one yearof practical experience in the practice of optometry in Singapore or elsewhere.

For Optician - Applicant may be granted conditional registration when he/she has obtained an approved foreign qualification in Opticianry; and has not less than 2 years of practical experience in the practice of opticianry in Singapore or elsewhere.

Registrant is required to practice under supervision and adhere to conditions laid down for him to be eligible for full registration.
Temporary Registration

Temporary registration may be granted to a person to meet critical unique areas of service and/or unique requirements as deemed by OOB. Conditions and restrictions may be imposed for Temporary registration.
