With effect from 1 Apr 2009, the Singapore Medical Council (SMC) has been considering applications for temporary registration (T-reg), in the case of doctors without registrable qualifications, to work in the following clinical departments identified as areas of need (AON):

  • Emergency Medicine;
  • Geriatric Medicine;
  • Rehabilitation Medicine;
  • Internal Medicine;
  • Renal Medicine;
  • Neonatology;
  • Paediatric Surgery;
  • Cardiothoracic Surgery
  • Child Development.


The total number of medical practitioners allowed to be recruited per AON department will be capped at forty percent (40%) of the total filled positions of medical officers with full registration or conditional registration.

All institutions are expected to work within the quota allowed and make arrangements for their medical manpower needs, to ensure that full compliance is met by 31 Dec 2010, failing which the SMC may take such action as it deems appropriate.
