Therapists from the regulated allied health professions (Occupational Therapy, Physiotherapy and Speech-Language Therapy) whose qualifications are not found on the List of Recognised Qualifications can take and pass the relevant Qualifying Examination (QE) to be eligible for Conditional Registration. Such therapists must first submit a registration application to the Council who will then advise on the applicant's eligibility to take the QE.

Prior to passing the QE and completing their registration with the Council, such applicants are not allowed to practise as an occupational therapist, physiotherapist, or speech-language therapist in Singapore.

Purpose and Standards of the Qualifying Examinations

The QE is an assessment of the equivalency of the professional knowledge and skills expected of practitioners in the regulated professions in Singapore.

Eligibility Criteria for the Qualifying Examinations

To be eligible for the QE, the applicant must meet the following criteria:

a) Possess a degree qualification in the relevant discipline of Occupational Therapy, Physiotherapy or Speech-Language Therapy.

i) The entry requirement for the professional course must be A Levels or equivalent.

b) Have an employment offer to practice the profession in Singapore with an organisation who is able to meet the requirements stipulated in the Supervised Practice Guidelines (2014).

c) Take and pass the national examination (if any) in the Country where applicant has obtained the degree qualification from. 

For the Speech-Language Therapy QE, candidates must first have met the ELP requirements before being allowed to enrol for the QE.

Candidates will only be allowed a maximum of two attempts to pass the QE.

Application for the Occupational Therapy and Physiotherapy Qualifying Examination

From January 2015, the QE fee per candidate is SGD642 (including GST).

a) Allied Health Professionals currently practising in Singapore

For Allied Health Professionals who are on Restricted Registration and are keen to take the QE,

  1. They should apply directly to the relevant examination provider in Singapore for the QE which they intend to sit for.
  2. The completed QE application form together with the relevant fees and a certified true copy of the Restricted Registration Certificate must be submitted directly to the examination provider by the closing date for the relevant QE.
  3. Contact information and the postal address for the examination provider can be found below.
  4. The examination provider will inform them on the venue, date, time and other instructions on the QE.


b) For Allied Health Professionals with no prior practice experience in Singapore

For this group of Allied Health Professionals who are keen to sit for the QE,

  1. They must first apply for registration with the Council.
  2. Upon initial review, they will be informed of their eligibility to sit for the QE.
  3. With the confirmation letter from the Council, they must then apply directly to the relevant examination provider in Singapore for the QE which they intend to sit for.
  4. The completed QE application form together with the relevant fees and a certified true copy of the confirmation letter from the Council must be submitted by the employer directly to the examination provider by the closing date for the relevant QE.
  5. Contact information and the postal address for the examination provider can be found below.
  6. The examination provider will inform them on the venue, date, time and other instructions on the QE.
  7. Upon receipt of the QE results, they must inform the Council and submit a copy of their results.
  8. The Council will then continue with the review of their applications for registration.

*Please note that the application will not be processed until all fees are paid in full.  There shall be no refund in the event of non-attendance.

Note:

Only work done as an Occupational Therapist and Physiotherapist will be considered professional practice experience.

For all such applications, the Council will hold the registration application for a period of at least 1 year from the date of the letter issued to the applicant advising them of their eligibility to undertake the examinations to enable the applicant to fulfil the QE requirement. If the results are not received by the deadline stipulated in the letter, the applicant will need to submit a fresh application for registration with new application fees payable. 

 

Application for the Speech-Language Therapy Qualifying Examination

The QE examination consists of two parts: a written examination and an oral examination.

Please note that the fee for the qualifying examination is under review and will be revised upwards from January 2015. The acceptable modes of payment are credit/debit card, cheque, or bank draft.  For payment via cheque/bank draft, please make the cheque/bank draft payable to the "National University of Singapore" and indicate your name on the back of the cheque/bank draft.

  1. A certified true copy of the confirmation letter from the Council to sit for the QE (only for new registration applicants); OR
  2. A certified true copy of the Restricted registration certificate from the Council.

If the results are not received by the deadline stipulated in the letter, the applicant will need to submit a fresh application for registration with new application fees payable. 

 

Examination Frequency

The Occupational Therapy and Physiotherapy QE are conducted 4 times a year in January, April, July and October.  The examinations are usually held on the 2nd Friday of the stated months and may be conducted over 2 days, Friday and Saturday. Candidates are expected to be present on both days if the examinations are conducted over 2 days. The Speech-Language Therapy QE is conducted once a year between March and April. The written and oral examinations are conducted over 3 half days in total.

Examination Instructions to Candidates

Candidates sitting for the examination must be present at the stated venue at the stipulated time. 
Candidates will not be admitted into the examination venue 30 minutes after the commencement of the examination. 
Candidates must bring along their NRIC or passport as proof of identity.

Examination Results

Occupational Therapy and Physiotherapy

Results are released 4 weeks after the QE. For candidates with no prior practice experience in Singapore, the examination provider will issue results to the employer and the Council. For candidates on Restricted registration, the examination provider will issue results to the candidate and the Council.

Speech-Language Therapy

Results for the QE will be released approximately 2 weeks after both the written and oral examinations are completed. For all candidates, the examination provider will issue the PASS/FAIL results to the candidates and the Council.

First-attempt candidates who fail the QE will be allowed to sit for a second(final) attempt.

The examination results are final and appeals will not be entertained.

Please note that successful completion of the QE does not guarantee a positive outcome of the registration application with the Council.  Any false declaration/documentation submitted by the applicant to the Council or the examination provider may render the QE results void and invalid.
